Background
Puntland Youth and Social Development Association (PSA) is local non-governmental, non- profit organization established in 2002 by a group of enthusiastic young educated members of society and it is based in Puntland state – Somalia

In 2019/2020, Puntland Youth and Social Development Association (PSA) in partnership with SSF is planning to implement Peacebuilding Project In Galkaiyo District, the timeframe for the project would be 11 months.

Within the frame work of the PSA Peacebuilding component, the organization seeks to fill the position of Director of peacebuilding in Galkaiyo district

Key Responsibilities: 

The Director of peacebuilding will be responsible but not limited to the following:

  • Lead in the development of Galkiayo peace-building program strategy and approaches to Peacebuilding.
  • Lead, manage and supervise all Peace Building staff to meet project objectives.
  • Oversee periodic technical reviews and manage changes in response direction and focus.
  • Ensure integration of peace building interventions with other Galkiayo peace-building program activities.
  • Ensure compliance by project staff to administrative and operational procedures and policies, as well as applicable donor regulations.
  • Ensure accurate and timely reporting of project progress status.
  • Ensure the delivery of quality training and technical assistance to response staff, implementing partners and communities.
  • Coordinate the development, dissemination and promotion of Peace Building strategies, adoption/adaptation of relevant standards and tools.
  • Liaise with relevant regional and technical staff to ensure appropriate and timely technical assistance is provided to achieve response goals.
  • Adapt and promote DO NO HARM in Emergencies techniques to local context and train all stakeholders.
  • Oversee program’s monitoring and evaluation system, using data analysis as the basis for measuring performance.
  • Make continuous analysis of rapidly changing external context, ensuring that lessons of sound practices are well documented and disseminated.
  • Ensure strong linkages between National level and local initiatives to promote Peace Building in Galkiayo
  • Ensure strong linkages are built between PSA, SSF partners and relevant Government authorities at the regional and local levels.
  • Participate in all internal meetings to ensure appropriate integration and information sharing between response team members.

 

 Skills required

  • BA or equivalent in Peacebuilding, Social Science, Social Work, conflict resolution related programs
  • Minimum Five years of senior level experience in peace building and conflict mediation Strong ability to lead activities in Peacebuilding and conflict resolution
  • Strong analytical and strategic policy development experience
  • At least 2 to 4 years’ experience in management role
  • A proven policy, advisory and advocacy experience and track record of engagement with senior levels of government, United Nations, and donors
  • Knowledge of and capacity to work on Office applications
  • Experience in participatory techniques and community mobilization
  • Knowledge and ability to speak the language of the local community preferred
  • Experience working with Peacebuilding and conflict resolution and providing regular documentation preferred
  • Ability to work with a team and to operate as a team manager;

Overall Purpose of the Role

The SSJP Chief of Party (CoP) plays a central role in ensuring timely, effective and efficient implementation of DDG’s component within the SSJP programme. The CoP’s role is to ensure effective and efficient day to day project cycle management of the SSJP project. The CoP reports to the DDG Head of Programme who is the primary point of contact with DFID and a programme management unit managed by UNOPS.

Responsibilities

Project Management

  • Ensure delivery of DDG projects in accordance with project implementation strategy and workplan, with a high level of focus on quality and timeliness of deliverables.
  • Ensure that detailed implementation and spending plans are up to date and implemented.

Accountability

 

  • Guided by the DRC Programme Handbook, continuously monitor and develop relevant accountability initiatives in the field as well as strengthening the effort to document the impact of DDG’s activities.
  • Work closely with the DDG Head of Program and other programme staff to ensure quality assurance and documentation.

Conditions

Partnerships, Planning and Programming:

Responsibilities

The incumbent will be responsible for the following duties:

  • Assist in the development, implementation and evaluation of the Programme activities under the Global Maritime Crime Programme particularly those related to Transnational Organised Crime and Maritime Crime including support to prisons holding piracy prisoners transferred from third party states, support to maritime crime law enforcement authorities, and other criminal justice support delivered under the UNODC Global Maritime Crime Programme in Somalia in liaison with relevant Ministries.
  • Assist in identifying technical assistance needs for capacity building and develop sustainable strategies to reform and strengthen the capacity of custodial authorities and other criminal justice authorities, including maritime law enforcement authorities, in Somalia.
  • Assist in organizing specialized training on issues related to detention and maritime law enforcement and other forms of transnational organised crime for national officials involved in responding to maritime crime.
  • Assist in project/programme and/or budget revisions, the preparation and dissemination of costed work plans, terms of references and other related project documentation on maritime crime.
  • Contribute with substantive support for policy coordination and evaluation functions, including the review and analysis of emerging issues and trends, participation in evaluations or research activities and studies.
    • Act as the UN Focal Point for Criminal Justice work in Somalia in close collaboration with authorities of the Federal Government of Somalia, particularly the Minister of Justice, and other UN agencies involved in criminal justice support under the Somalia National Development Plan.
    • Contribute to the preparation of various written outputs, e.g. draft background papers, briefing notes, analytical notes, sections of reports and studies, inputs to publications, etc.
    • Provide administrative and substantive support to consultative and other meetings, workshops, conferences, etc., including proposing agenda topics, identifying and proposing participants, preparing background documents and presentations, handling logistics, etc.
    • Support field missions to Somalia and other locations in East Africa where GMCP carries out programme activities, including provision of substantive and administrative support, data collection, etc.
    • Perform any other work related duties as required/assigned.

    Work Experience

    A minimum of two years of progressively responsible professional experience in project/programme management or administration within the area of rule of law and criminal justice

    at the international level is required. Experience working in maritime law enforcement is required. Experience in post-conflict, peace-building countries is an asset. Working experience within the United Nations system or similar international experience is desirable. Working experience in areas related to the fight against international crime are an asset.No experience is required for candidates who have passed the Young Professionals Programme Examination/United Nations National Competitive Recruitment Examination (NCRE) or the General Service to Professional Examination (G to P).

    Languages

    English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of French is an advantage. Knowledge of another official United Nations language is an advantage.

NRC in Somalia

NRC has been active in Somalia since 2004 with four area offices in Kismayu, Mogadishu, Garowe and Hargeisa, providing protection and humanitarian assistance to refugees, internally displaced persons and returnees in Somaliland, Puntland, South Central and Jubbaland regions. Role Specific Information

The purpose of the finance assistant position is to assist in the day to day implementation of delegated finance responsibilities.

Generic responsibilities:

  • Process and make payments as provided in the approved budget.

  • Making copies and scanning of all vouchers and the support documents before sending to the Area office or county office.

Qualifications:
  • Diploma in Finance, Accounting, Business Administration or relevant fields
